Leadership & Oversight

Governing Body

The Governing Body holds legal and fiduciary responsibility for CFS, Inc. and ensures the organization fulfills its mission to serve children and families in Lea County.

As required by the Head Start Act, our Governing Body provides oversight and strategic direction for all CFS, Inc. programs. Board members bring expertise in education, finance, law, and community services.

They work in close partnership with the Policy Council to ensure that programs are high quality, fiscally responsible, and responsive to the needs of the families we serve.

Key Responsibilities: Approving budgets and major policies, ensuring program quality and federal compliance, hiring and evaluating the Executive Director, and upholding the CFS, Inc. mission.

Board Meetings: The Governing Body meets quarterly. Meetings are open to the public. Contact our main office for dates, times, and location.

Parent-Led Leadership

Policy Council

The Policy Council is a defining feature of Head Start — it gives enrolled families a real, meaningful voice in how the program is run. If your child attends a CFS, Inc. center, you may be eligible to serve.
Shared Decisions

The Policy Council votes on program budgets, curriculum, personnel policies, and improvements — giving parents real authority.

Parent Leadership

Council members build leadership skills, gain confidence, and develop experience that benefits their families and community.

Community Voice

The council ensures our programs reflect the real needs and priorities of the families and communities we serve.
